Governor Jan Brewer Adds Funding Support for Public Safety

Governor Jan Brewer today released program guidance for the Public Safety
Stabilization Program, a grant program established using the Governor's State Fiscal Stabilization Fund (SFSF) Discretionary monies allocated from the American Recovery and Reinvestment Act (ARRA) of 2009.

"The announcement of these funds gives law enforcement and fire departments a chance to make proposals for funding to enhance operations and improve crime-fighting, fire-fighting and first response capabilities," said Governor Brewer. "The intention of providing the funds to local public
safety agencies is to ensure they have the resources needed to provide safety and security to citizens in their local communities given the nationwide downturn in revenues at all levels of government."

Governor Brewer previously authorized the utilization of $10 million of State Fiscal Stabilization Funds (SFSF) from the American Recovery and Reinvestment Act (ARRA) of 2009 to fund the Public Safety Stabilization Program. Allowable expenses include personnel overtime and associated backfill costs; part time personnel; vehicle and equipment rentals and purchases; vehicle/equipment maintenance and fuel costs. While equipment is an allowable expense, the Public Safety Stabilization Program is not
intended to focus heavily on vehicle purchases and jurisdictions are required to consider the ongoing maintenance and operation costs associated with any equipment purchases.

Eligible jurisdictions include counties, incorporated cities and towns, tribal nations, and independent fire districts. The Chief Executive of each jurisdiction is responsible for submitting their community's application. All proposals will be critically evaluated with funding priority being given to the strongest submissions, as well as those communities that have not previously benefitted from the Governor's Border Security Enhancement Program, the U.S. Department of Justice's COPS Hiring Recovery Program (CHRP), FEMA's SAFER Program, or other ARRA funding for similar purposes.

Previous participation in these programs will not prevent a jurisdiction with a strong proposal from being funded, but there is an overarching goal to ensure that these limited resources are extended amongst the jurisdictions most in need of additional public safety support.

The period of performance for this grant is 12 months. Extensions to the period of performance will not be considered due to the federally-required expiration of the SFSF funds on September 30, 2011. Completed strategies must be submitted by first responder's to Governor Brewer's Office of
Economic Recovery (OER) by no later than 5:00 p.m., September 17, 2010.
